摘要
基于新阶段城乡义务教育一体化发展的政策要求和内在需求,将评估指标分为投入、过程和结果三大领域,以及师资配置、经费投入、硬件资源配置、课程教学、学生质量五大维度,构建了包含25个指标项目的评估指标体系。引入并运用经济学中"区位商"的理念和方法,采用科学、可操作的指标体系、模型和指数对省域内城乡义务教育一体化水平进行评价,验证了评估工具的有效性。通过评估,能够科学监测城乡义务教育一体化发展的"县域内一体化"和"县域间一体化"的基本情况,从"外延式发展"向"内涵式发展"转变的历史进程,具有政策价值。
Based on the policy requirements and internal needs in a new stage of urban-rural integration of compulsory education, evaluative indicators are divided into three general categories (namely, inputs, procedures and outcomes) , five dimensions (namely, teacher allocation, financial investment, facility allocation, curriculum teaching and student performance). On this basis, an evaluative indictor system consisting of 25 indicators is constructed. By introducing and applying the concept and method of "location quotient" in economics, the system, models and indicators that are scientific and operable are applied to evaluate the integration level of compulsory education in urban and rural areas, and verify the effectiveness of its evaluation tools. Through evaluation, it is found that the basic information of "intra-county integration" and "inter-county integration" can be effectively monitored, and the historical shift from "extensive development" to "connotative development" is valuable in policy.
