大学生村官在土地流转中的作用分析——以苏北农村为例

Analysis on the Function of College-graduate Village Officials in Land Transfer:A Case Study of the Rural Area of Northern Jiangsu

选聘高校毕业生到农村任职,对促进农村土地流转工作有重要意义。目前农村土地流转进入活跃期,并有加速发展的态势,但由于法律法规不健全,政策解读不到位,使土地流转遭遇许多现实困境。大学生村官作为农村建设的新鲜血液,对于土地流转政策的解读、模式的引领及法律制度的完善等方面,均具有显著作用。

The selection of college graduates to rural areas is of great significance to the promotion of rural land transfer. At present, the transfer of rural land has come into the active period, and presented an accel- erating development trend. As the laws and regulations are not perfect, the policy is not in place, land transfer has suffered many real difficulties. As the fresh blood of rural construction, college-graduate vil- lage officials have a significant effect on the interpretation of land transfer policy, the introduction of the model and the perfection of legal system.
