在网络时代,生活性、交往性业主网络社区亦承载着业主的维权性和治理性参与行为,具有多重积极意义。但由于线下现实因素和网络空间特点的影响,这些网络参与行为存在诸多局限,包括积极业主群体的状况左右着业主网络社区参与行为的兴衰,重要的网络议题难以得到有效解决影响业主参与的积极性,非合作和非理性参与以及"沉默的螺旋"与"群体极化"现象削弱业主网络参与的效果等。对此,不仅需要探索在线引导途径,还应回归现实问题的解决,采取线上线下工作相互结合的方式促进业主网络社区维权性与治理性参与行为的改善。

In the age of the internet, house owners＇ online communities with characteristics of neighborhood life and intercommunication also provide the network space for house owners participating in safeguarding rights and community governance, and this has multiple positive significances. However, influenced by offline real factors and network space characteristics, these online participation behaviors have their limits. For example, the state of active house owner group decides the rise and fall of participation behaviors in the house owners＇ online community, the important problems discussed in the house owners＇ online community and difficult to solve discourage house owners, non-cooperative and non-rational participation behaviors along with the phenomena of spiral of silence and polarization of group decision-making weaken the effect of house owners＇ online participation, etc. To deal with these situation, it needs exploring online guiding solutions as well as solving offline practical problems and taking the same time. Only in this way can the participation owners＇ online communities be improved. an approach combining online and offline governance at behaviors of safeguarding rights and governance in house
