上海制造业所有制结构影响生产性服务业发展吗?——基于企业边界理论的分析与实证

Does Manufacturing Ownership Structure Affect the Development of Producer Services in Shanghai?——An Empirical Study Based on Enterprise Boundary Theory

由于委托人与代理人的激励差异,在价值链定位和组织边界决策上,国有企业较其他所有制类型企业倾向于用内部自制替代外部市场购买获取中间品供应,这一逻辑使区域制造业所有制结构制约本地区生产性服务业的发展。通过发展生产性服务业提升城市能级是上海建设"四个中心"和全球城市的内在要求,但作为老工业基地,国有资本在制造业中比重偏大的问题可能会对此目标的实现形成干扰。文章运用1993-2014年数据检验了制造业所有制结构和生产性服务业发展绩效的关系,结果发现:上海国有制造型企业在中间品供给决策中存在一定自制倾向,其制造业所有制结构对当地的生产性服务业发展有显著抑制效应。这一结论可为新时期上海制定正确的区域发展政策提供一定依据。

Because of the incentive differences between the principal and agent, state-owned enterprises are more inclined to choose homemaking instead of buying from market to fulfill supply of intermediate parts in the decision-making of value chain positioning than private enterprises. Therefore, the ownership structure in manufacturing sectors has become an important factor hindering the development of producer services in a specific region. As the primate city of Shanghai, China has set a goal to beeome tour centers and a global city, which compels the city to improve urban competitiveness by cuhivating producer services. However, the disproportions of government capital in manufacturing industries play the part of an obstacle in this process. In this paper, the authors will examine the relationship between the ownersbip structure In manufacturing sectors and the performance of producer services in Shanghai municipality using data from 1993 to 2014. The result shows： in decision-making about supply of intermediate goods SOEs in Shanghai have an obvious homemaking tendency, and then the ownership structure has a negative effect on local producer services to some extent. This conclusion can provide snme reference for Shanghai government in local policy making.
