基于DEA模型的港口物流生产效率评价研究

Evaluation and Research on Productivity of Port Logistics Based on DEA

提升港口物流效率,对于促进港口的有效发展,推动腹地和区域经济的快速增长具有重要意义.基于数据包络分析的C2 R模型,建立评价港口物流生产效率的定量模型,通过决策单元的DEA有效性和规模效益分析,对我国沿海10个重要的港口2009年和2014年的物流生产状况进行了实证分析.研究结果表明:过去5年间,上海港、深圳港和宁波舟山港物流效率较好;青岛港和天津港停滞在一个较低的水平;大连港和营口港在期间得到了较大提升;而广州港、厦门港和连云港的物流效率则下降了.最后提出港口物流生产达到相对有效性的限制原因以及政策建议,为港口物流的管理和生产提供决策指导.

To improve the efficiency of port logistics is of great significance to promote the effective development of the port, and to promote the rapid growth of the hinterland and the regional economy. Based on CZR model of the data envelopment anaiysis（DEA） method, via analyzing the DEA effectiveness and the scale benefit of each decision making unit（DMU） and evaluating the production conditions, a quantitative model is established to evaluate the productivity of port logistics. And an empirical analysis of the logistics production conditions of ten important coastal ports in China in 2009 and 2014 is conducted. The study results show that over the past five years, Shanghai port, Shenzhen port and Ningbo Zhoushan port logistics efficiency were better; Qingdao port, Tianjin port and stagnation were in a lower level; Dalian port and Yingkou port in the period has been greatly improved; and Guangzhou port and Xiamen port and Lianyungang logistics efficiency decreased. Finally, several limiting causes and effective measures for the logistics production to be relatively effective are proposed, so as to provide decision guidance for the management and production of logistics.
