摘要
科学合理的科研项目资金管理制度既能激发科研人员的积极性,又能确保财政资金的安全和效益。本文较全面地介绍了欧盟科研创新框架计划"地平线2020"资金管理中的人员费制度,深入分析了欧盟对科技项目人员费的管理思路和具体规定,以期为我国科技计划人员费具体实施政策的制定提供参考。
A scientific and reasonable funds management system of financial supported science and technology projects can not only motivate initiative of the researcher, but also ensure safety and benefit of financial fund. In this paper, personnel cost system of Horizon 2020 Project of European Union Scientific Research Innovation Framework Program is comprehensively introduced, and management thoughts and specific stipulations of which are deeply analyzed, in order to provide beneficial enlightenment and reference for formulating relevant enforcement regulations of science and technology program personnel cost system in China.
