摘要
文童主要探讨了公交专用道合理性的两个关键问题:公交专用道的效益是否超过了其实施的经济和社会成本?公交专用道的效益在怎样的情况下才能充分发挥?本文以上海市公交专用道的实施和规划情况,分为3个鄯分阐述;第一部分阐述了上海公交专用道的运行情况并用传统的评价方式对其效益进行了简单评估;第二部分阐述了公交专用道的利弊其实很难通过教学模型加以量化,此项措施的大量间接好处被低估。私家车使用者转化为公交使用者的比例是评价公交专用道效益的核心指标;第三部分通过介绍首尔和新加坡公交专用道实施的情况,为上海市含理规划和管制公交专用道提出了建议。
This paper mainly explores two key problems about the rationality of bus lane construction: whether the benefits of bus lanes exceed the economic and social costs? How can the benefits of bus lanes be fully utilized? Based on bus lane construction in Shanghai, this paper consists of three sections: section one describes the operation of bus lanes, and uses the traditional method to evaluate benefits; section two points out that it is difficult to quantify benefits and costs of bus lanes by using mathematical model; section three describes bus lanes planning in Seoul and Singapore, and provides suggestions for bus lanes planning and control in Shanghai.
