摘要
广东省作为我国推进基本公共服务均等化改革试点省,首次将较为系统的公众满意度评价作为绩效管理的重要方式引入基本公共服务均等化综合改革中。通过对该省公众满意度材料和数据分析发现:一是反映基本公共服务供给质量的公众主观满意度评价结果与客观绩效评价结果反差明显;二是基本公共服务均等化水平与地区经济发展水平不一致。本文通过对上述现象的原因进行剖析,研究提出有针对性的措施,以促进我国加快推进基本公共服务均等化进程,提升基本公共服务均等化的公众满意度。
As China' s pilot province in the reform of the equalization of basic public service, Guangdong will be the first to in- troduce a systematic public satisfaction assessment as an important method of performance - based management of the government into the comprehensive reform of the equalization of basic public service. Analysis of relevant materials and data shows: First, results of subjective public satisfaction assessn^ent that reflect quality of basic public service are in obvious contrast with those of objective performance assessment; second, the level of equalization of basic public service conflicts with that of local economic development. Then, the causes of the above phenomena are explored and some targeted measures proposed, so as to propel the equalization of basic public service and enhance public satisfaction for it.
