摘要
高水平的质量保证是实现学前教育有效性的重要前提条件,提升学前教育质量已成为世界各国、国际组织的普遍共识。分析阐述了OECD《强势开端》系列报告中政策杠杆与工具箱形成的背景、五大政策杠杆与政策工具箱的行动效应、政策杠杆与工具箱的过程质量意义,并阐释了政策杠杆与工具箱策略对我国提升学前教育质量的政策执行意义与路径可能。
High quality is a prerequisite for the effectiveness of preschool education. Promoting quality in preschool education has been a consensus among countries and international organizations across the world. This paper analyzes the background of formation of policy levers and toolbox, their action effects, and signifi- cance of process quality of policy levers and toolbox in 0ECD' s reports Starting Strong. Further, this paper explains the meanings of policy levers and toolbox strategy for implementing the policy of promoting quality in preschool education in China and the possible pathways.
