地方政府执行保障性住房政策的绩效评价研究——以广州市为例

Performance Evaluation of Local Government to Implement the Affordable Housing——A Case of Guangzhou

保障性住房政策是解决中低收入群体住房问题的重要举措,地方政府承担着重要的执行责任,绩效评价是衡量地方政府执行成效的重要方法。地方政府执行保障性住房政策的绩效评价,关键在于构建一套科学合理、切实可行的评价指标。我们结合广州市的实际,坚持可操作性、客观性、整体性、针对性等原则,构建了一个包含政策效率、政策效益、政策影响、政策回应度等指标的地方政府执行保障性住房政策绩效评价的指标体系,并运用层次分析法、专家评分法对广州市执行保障性住房政策绩效作出评价。

Affordable housing policy is an important measure to solve the housing problem of low and middle income groups. Local government bears the important responsibility of implementation. The performance evaluation is an important method to measure the performance of local government. In order to test the feasibility of the policy, the government must build a scientific, reasonable and feasible evaluation. Combining the actual conditions of Guangzhou, it is very necessary to build an evaluation index system according to the operable principle, objective principle, holistic principle and targeted principle. In this system, we constructed a 4 first-level indicators, ll secondary indicators and 29 third-level indicators. Finally, with the analytic hierarchy process and expert scoring method, it is concluded that the performance evaluation of affordable housing policy in Guangzhou is good.
