摘要 对公立医院而言,在社会办医新形势下最大的优势就是人力资源,最大的挑战就是如何正确吸纳人才、培养和留得住人才。通过分析新形势下公立医院面临的来自国家政策制度、编制制度被取消、社会化办医优越性以及自身人事制度惯性模式等因素的冲击,根据公立医院人力资源管理的现状与面临的挑战,提出建设以人力资源为纽带的医联体模式,发展优势专科促成人力资源产学研协同发展,建立激励机制的建设与人才梯队并重的培养模式,深化与拓展人事部门服务意识及重视医院文化建设等应对策略,以期为新形势下公立医院行政工作中不合理的人事管理理念及管理制度提供参考。 For the public hospital, the biggest advantage is the human resources, the biggest challenge is how to correctly attract, training and retain talent under the environment of private capital investing healthcare institute. Facing the challenges of encouraging private capital investing healthcare institute, abolishing government employee quota, the advantages of mechanism of private and the solidified personnel management in public hospital, suggestions such as constructing human resources centered hospital group, improving advanced discipline to promote human resource coordination development in the circle of product, teaching and research, building incentive mechanism to develop discipline team expanding the functions of human resources department and highlighting on hospital culture are presented to give reference for personnel management reform in public hospital.
