基于第三方评估的上海中外合作办学认证十年实践探析

An Approach to a Ten Years' Accreditation Practice by Third Party for Sino Foreign Cooperation in Running Schools in Shanghai

高等教育质量第三方评估具有独立性、专业性和权威性的特点,是保证评估结果公正的基础。上海市教育评估协会开展了十年的中外合作办学认证工作,通过开展第三方教育认证,有关高校办学行为更加规范、办学质量得到提高、外方投入得到保证、质量控制形成闭环、学生利益得到保护。这些成效表明,第三方开展教育认证是可行的、有效的。确保独立性、强化专业性、树立权威性以及坚持客观性是成功开展第三方评估的关键要素。评估中发现,加强相关法制建设、转变政府职能以及建设高校质量文化是进一步提高教育质量的关键。

Independent, speciality and authority are main characteristics for the third party evaluation for higher education quality. They are the basis for ensuring the impartiality of the evaluation results. Shanghai Education Evaluation Association has carried out of the accreditation for Sino foreign cooperation in running schools for ten years. Through the third party education accreditation for those joint institutions and programs,school behavior is more standardized, education quality of running schools is improved, investment from foreign partner is guaranteed, quality control loop is closed, student interests is protected. All of these results proved that education accreditation carried out by a third party is feasible and effective. Ensuring independence,strengthening professionalism, establishing authority, adhering to objectivity, all of these are key elements of successful third party evaluation. It has found from the accreditation practice, improving of relevant legal system,transforming of government functions, constructing of quality culture in colleges and universities are the keys to improving the education quality.
