The cultural policy of a nation should serve the development of its culture and the im- provement of its national quality. However, national cultural policy is connected with poli- tics. Political orientation determines the direction of cultural policy to a great extent. For Russia, after clarifying the essence and characteristics of its national cultural policies, to identify the changes and the possible development trends in its cultural policies will not only greatly improve its national cultural policies, but also stimulate the vitality of its cultural development.
