Results and Analysis of National Health Accounts in China in 2015

目的:核算2015年全国卫生总费用,分析"十二五"期间中国卫生筹资取得的成绩,总结目前中国卫生筹资面临的主要问题和挑战,提出完善卫生筹资的政策建议。方法:采用来源法和机构法核算卫生费用,并采用时间序列的指标分析法研究中国卫生总费用变化情况。结果:2015年中国卫生总费用为40974.64亿元,占GDP比重为5.98%。其中,个人卫生支出占卫生总费用比重降至29.27%,实现了"十二五"医改规划目标,政府卫生支出占比升至30.45%,社会卫生支出占比升至40.29%。"十二五"期间,卫生总费用年均增长速度为12.50%。结论:"十二五"期间,中国卫生总费用保持较快增长,筹资结构明显优化,在政府筹资和社会筹资的双重作用下,个人卫生支出相对比重下降明显,但仍需保持政府卫生投入力度,提高社会卫生筹资能力,进一步提高群众获得感。

Objective： To estimate total health expenditure（THE） in China in 2015, analyze the main achievements in health financing made in ＂12th Five-Year Planning＂ period, summarize the main issues and challenges in heahh financing, and propose suggestions for health financing policy making and adjustment. Methods： Health expenditure accounting methods by financing source and by health provider were applied, and index analysis method based on time series data was used to examine the changing trend of health expenditure in China. Results： THE of China was 4 097.46 hillion yuan in 2015, which accounted 5.98% of GDP. Household out-of-pocket （OOP） decreased to 29.27%, which met the goal set in ＂12th Five-Year＂ Healthcare Reform Planning. The share of government health expenditure increased to 30.45%, while the social health expenditure inereased to 40.29%. During the period of ＂12th Five-Year＂ planning, the annual growth rate of THE was 12.50%. Conclusion： During ＂＇12th Five-Year＂ Planning, health expenditure remained a faster rising, and the structure of financing sources optimized obviously. Driven by the increasing government health financing and social health financing, the share of OOP in THE decreased greatly. However, in future it would need to maintain government health expenditure and enhance the social financing level, so as to improve sense of gain for population.
