海南省公共卫生支出与经济增长关系的实证研究

Empirical Study on the Relation between Public Health Expenditure and Economic Development in Hainan

目的:研究海南省公共卫生支出与经济增长的相互关系,为政府关于公共卫生支出政策的制定提供依据。方法:基于1997—2014年海南省相关数据为基础,采用协整检验、Granger因果检验及误差修正模型分析探讨两者之间的关系。结果:公共卫生支出和经济增长具有协整关系,公共卫生支出和经济增长存在短期的修正力度为-0.405 504,公共卫生支出是经济增长的Granger原因。结论:海南省公共卫生支出与经济增长之间存在着长期均衡短期波动的关系,公共卫生支出可促进经济增长,但经济增长对公共卫生支出的影响不明显。政府应扩大支出规模、调整支出结构,建立公共卫生绩效评价体系,增加对农村的公共卫生支出,缩小城乡差距,促进经济增长。

Objective： To study the relationship between public health expenditure and economic development in Hainan so as to provide the government references for formulationg public health expenditure policy. Methods： Based on the relevant data in Hainan form 1997 to 2014, the co-integration test, Granger causality test and error correction mode were applied to analyze the relationship between public health expenditure and economic development. Results： The public health expenditure and economic development had co-integration relationship which was -0.405 504 in the short-term correction. The public health expenditure was the Granger cause of economic development. Conclusion： There was not only a long-term equilibrium, but also a short-term relationship between the public health expenditure and economic growth in Hainan. The public health expenditure could promote economic growth while the promotion of economic growth to public health expenditure was not obvious. The government should expand the scale of the expenditure, adjust the expenditure structure, establish the evaluation system for public health performance, increase the rural public health expenditure, narrow the gap between urban and rural areas and promote economic development.
