基于城乡一体化建设背景下的小城镇公共设施配置——以长沙市小城镇公共设施配置规划导则研究为例

为落实城乡公共设施一体化建设,提高小城镇规划编制的科学性与针对性,保障广大乡镇居民的公共利益,编制《长沙市小城镇公共设施配置规划导则》,完善《镇规划标准》实施,使之符合地方发展需求并更具可操作性。该导则在编制办法、配置分级、配建项目、规模总量控制、指标控制方法、多元化需求、成果表达等方面进行了创新与探索,在保证公益性与公平性、实用性与品质性的同时,突出长沙市小城镇特色,可以为其他地区小城镇公共设施配建提供参考。

To implement the integration of urban and rural public facilities andimprove the scientific nature of the small town planning and pertinence, to protect interests of the public interests of the general township residents, to formulate ＂Changsha small town public facilities configuration planning guideline＂ , to improve ＂The town planning standards implementation＂ in accordance with local development with more maneuverability. This guideline makes expression of innovation and exploration on aspect ofplanning method, configuration grading, construction project, scale control, the index control method of scale, and diversification demand, achievement, to ensure the quality of public welfare and fairness, practicability and quality at the same time as well as highlight the characteristics of small towns in Changsha, it provides reference for small towns in other parts of the public facilities projects.
