Problems and countermeasures of highly-efficient water-saving irrigation in Ningxia

在总结宁夏"十一五"以来高效节水灌溉发展取得成效基础上,结合调查,总结分析了制约宁夏高效节水灌溉发展的政策、机制与管理运行等方面问题,针对宁夏高效节水灌溉工程建设、管理运行特点,提出保障高效节水灌溉工程可持续发展的对策和建议。

Based on summary of achievements in highly-efficient water-saving irrigation in Ningxia since the l lth Five-Year Plan, as well as results of survey and investigation, problems that restrict development of highly-efficient water-saving irrigation in the aspects of policy, mechanism, operation and management are reviewed. Considering the features of project construction and management in Ningxia, countermeasures and recommendations for highly-efficient water-saving irrigation are raised so as to ensure sustainable development of irrigation system.
