小浪底水利枢纽首次汛限水位动态控制试验效果浅析

摘要 2016年汛期,基于严重偏枯的水情条件,小浪底水利枢纽实施了首次汛限水位动态控制试验。采取对比分析的方法,基于实际水沙条件和用水需求,分析实施汛限水位动态控制运用和模拟常规运用过程,并将两次运用过程的成效进行对比分析,说明在水量严重偏枯年份,小浪底水利枢纽实施汛限水位动态控制运用,在可保障防洪安全、不显著增加水库淤积前提下,能够综合利用上半年水库蓄水,充分拦蓄汛期洪水,优化配置水资源,显著提高供水、发电效益,避免了黄河断流,保障了河流健康生命。 In flood season of 2016, first experiment on dynamic control of flood level had been conducted in Xiaolangdi Water Complex with consideration on severe dry water conditions. Comparative analysis is adopted to evaluate the results of applying dynamic control of flood level and simulate normal operation process in line with actual water and sediment conditions and water demand. Through comparison of two-time operation results it is found that Xiaolangdi Water Complex can play the role of dynamic control of flood level in extremely low water year. On the premise of securing flood safety and no adding of sedimentation, the reservoir can make full use of water stored in the first half of the year and retain floodwater in the flood season, which not only optimizes allocation of water and increases water supply and electric generation, but also prevents dry-up of the Yellow River and safeguards health of the river.
