法治思维在高校管理工作中的运用研究

从十八大以来到十八届六中全会,在对依法治国提出新要求的宏观背景下,如何运用法治思维是高校建设现代大学制度、规范学校办学和管理行为的重要举措。针对当前高校管理工作中的突出问题,创新管理工作的体制、机制和手段落脚点是实现法治化。因而,必须加强法治教育和宣传,营造良好的法治文化环境,同时建设内部法制体系和监督考核机制。运用法治思维进行依法治校,才能使管理工作能够有章可循,最终处理好共性和个性、抽象与具体以及自下而上与自上而下等高校建设发展中的多元关系。

Insist on using the rule of law thinking is an important measure to build a modern university system, standardize the school running and management behavior under the macro background of the rule of law in accordance with the new requirements, from the 18 th CPC National Congress to the 6th Plenary Session of the 18 th CPC Central Committee. For a long time, the role positioning in internal management structure is not clear in colleges and universities, especially the management work, leading to the lack of operational mechanism in the specific political legal practice. Therefore, it is necessary to strengthen the rule of law education and publicity, to create a good environment for the rule of law. And the most important is to construct the internal legal system and supervision mechanism. The use of legal thinking of the rule of law, is the important guarantee which the management of colleges and universities in work can have to deal with commonness and individuality, abstract and concrete, bottom-up and top-down multiple relations.
