Resource construction is the foundation of librarianship. The paper, taking the Beilun Library for example, analyzes the characteristics of grass-roots library readers＇ needs, illustrates on resource construction and co-sharing practices of grass-roots libraries in the Beilun District, and proposes that main difficulties in resource construction and co-sharing of grass-roots libraries lie in technologies and personnel.
