摘要
加快产业结构转型升级,走低碳发展之路,是实现经济效益、社会效益和环境效益三者统一的有效途径。通过构建低碳视角下产业结构转型成效评价指标体系,运用熵值TOPSIS法对中国30个省份的产业结构转型成效进行评价,并运用全局空间自相关指数分析转型成效的空间分布形态。主要研究结论如下:从整体上来看,各省份产业结构转型成效呈东部>中部>西部的分布特征;从不同维度来看,大多数省份产业结构转型的经济发展成效与社会进步成效排名大体相当,环境改善成效排名与两者相比有较大差异,社会进步成效呈明显的两极分化现象,经济发展成效次之,环境改善成效最小;产业结构转型的综合成效和经济发展成效在空间范围内呈随机分布格局,社会进步成效与环境改善成效呈显著集聚分布,且后者的空间集聚程度要强于前者。
The acceleration of industrial structural transformation and upgrading and low carbon development is an effec-tive way to achieve the combination of economic benefit, social benefit and environmental benefit. By building an evaluation index system of structural transformation and upgrading effect from the perspective of low carbon,the article makes a case study of 30 provinces and evaluates the effect of industrial structural transformation and upgrading in China with the methods of entropy weight and TOPSIS. Furthermore, the global spatial autocorrelation index is adopted to analyze the features of spatial distribution of effect. The main results are as follows. As a whole,the eastern legion has the greatest effect while the western legion has the smallest effect,and the middle legion has the moderate effect. As viewed from the different dimensions, economic development effect is approximately parallel to social progress effect in most provinces while there exists 皿 obvious difference in environmental improvement effect. There appears a significant phenomenon of polarization in social progress effect while the polarization of economic development effect is moderate and the polarization of environmental improvement is the least significant. There is a random spatial distribution pattern in the comprehensive effect of industrial structural transformation and upgrading and economic development effect. There is an agglomerate distribution pattern in social progress effect and environmental improvement effect,and the spatial agglo-meration of the latter is more significant than the former.
