摘要
根据当前国内评标决策问题的研究现状,针对水利工程评标多属性多目标决策问题中的不可公度性和矛盾性,将格序决策理论引入水利工程评标决策中。结合Hausdorff测度的概念,建立了基于格序理论的水利工程评标模型。通过计算各投标单位与拟确界之间的广义距离,可得到该模型下业主偏好关系的线性扩展结果,即投标单位之间的优劣排序,从中可确定最优候选中标人。通过实例分析表明,该模型能够有效克服水利工程评标决策过程中的不可公度性和矛盾性,使得评价结果更为准确可靠,为水利工程评标决策提供参考。
According to the current research status of domestic bid evaluation decisionissue,the multi-attribute and multi-object decision is-sue of water conservancy project bid evaluation is not commensurable and contradictory;the lattice order decision theory was introduced.Based on the concept of Hausdorff measure,water conservancy project bid evaluation model was established based on lattice order theory. Bycalculating the generalized distance from each of tendering unit to their virtual boundary,the assessment model result was one kind linear ex-tension under the effect of owner preference relation,which was ranking between the tendering units and could determine the optimal candi-date winning bidder. Example analysis shows that the model can effectively overcome the issue of incommensurability and contradictory in thebid evaluation decision process of water conservancy projects and make the evaluation results more accurate and reliable,which can providereference for the evaluation and decision-making of water conservancy projects.
