高校“十三五”战略规划编制综论——以SH大学为例

Review on the “13th Five-Year” strategy planning for universities and colleges——taking SH University as an example

进入新世纪以来,我国高校战略规划受重视程度与日俱增,绝大多数高校已经设置战略规划专门机构,规划编制的参与主体不断扩大,编制过程渐趋规范。党的十八大以来,党中央国务院和教育部出台若干重大政策决策,实施若干重要举措,为"十三五"乃至今后更长时期高等教育工作绘制了"路线图",使得高校"十三五"战略规划编制更具科学性和民主性。

Since the beginning of the new century, the strategy planning of universities and colleges is be-coming the focus. Most universities and colleges have set up special departments to work on strategy plan-ning, involving more departments and personnel and the planning process more specified. Since 18th CPC （Communist Party of China）National Congress,CPC Central Committee and Ministry of Education have is-sued many important policy decisions and implemented a number of important initiatives to draw a “ route map” for higher education development during and beyond “ the 13th Five-Year Planning” period, and make “ the 13th Five-Year” strategy planning more scientific and democratic.
