The Bureaucratic System and Negotiation Network:A Theoretical Framework and Case Study of China’s Policy Process

通过对中国1980—2000年间集成电路产业政策的案例研究,剖析政策制定过程的政策舞台、政策参与者和达成共识的模式,提出"制度—社会"双层政策过程理论,指出政策同时在制度化层面上的官僚体系和社会化层面上的协商网络两个层次上制定,两个层次的相互作用导致政策过程的渐进和突变。

This paper aims to establish a theoretical framework for China’s industrial policy process through a case study of Chinese semiconductor industrial policies during the 1980—2000 period.The author explores the policy arenas, participants,and consensus-achieving patterns of the selected policies and then presents a dual-level policy process model.It is concluded that the industrial policy was based on both the bureaucratic system at the institutional level and the negotiation network at the social level.Therefore,the gradual evolution and punctuated changes of certain policies took place because of the interactions between the bureaucratic system and the negotiation network.
