自然资源由于通常具有公共性,使其产权类型识别和划分问题变得重要。本文归纳现代西方自然资源产权描述理论的演变,重点评述了新近出现的自然资源制度科层理论。以水资源的产权描述为例,介绍了该理论的应用实例,并展望了其在中国的应用前景。

The character of the commons makes it important to identify and classify natural resources as property rights.The paper summarizes the descriptive theory of natural resources property rights,introducing and reviewing the theory of institutional hierarchy that describes natural resources property-rights regimes.Using the case of water property rights as an example,the paper demonstrates how the theory can be applied.It is recommended that the theory be applied in China.
