An Analysis of Strategies about Improving Traffic Congestion in Guangzhou

对广州市交通拥堵现状的经济因素进行计量分析.结果表明：个人拥有汽车量、人口密度、人均经济 发展水平和道路容量等“硬件”以及领导意识、政策、社会观念等“软件”对广州交通的影响显著,“限牌”“限 行”等“限”字诀仍为我国各主要城市目前主要采取的措施.研究表明：“限不如疏”,应将“看不见的手”和 “看得见的手”有效结合,双管齐下.在理念、制度与观念上,将先进的管理方式与-定的经济手段相结合,实现“疏”治.

This article conducts an econometric analysis of the economic factors that have influenced the current situation of the traffic congestion in Guangzhou. Based on the analysis, “hardware” factors like personal car ownership, population density, the economic development level per capita and road capacity, and 44 software, factors like leadership, policies and social ideas have significantly affected traffic in Guangzhou. Controlling measures like license controls and traffic controls are still measures mainly taken in major cities of China. According to studies, controlling measures are not as effective as prevention measures, so “the invisible hand” should be combined with “the visible hand” to work along both lines. On the management ideas, systems and concepts, advanced management approaches and certain economic means should be combined to bring about preventive measures.
