最高人民法院两个涉海司法解释阐释了我国海事司法管辖权的范围,进一步明确了人民法院审理涉海案件的若干实体问题和程序规则。从海洋法的视角看,发布涉海司法解释,有助于提升海洋行政执法到司法管辖的有效联动,进一步推进海事审判"三合一"进程,构筑维护国家海洋权益的网络。

The two marine related judicial interpretations by the Supreme Peopled Court define the scope of maritime jurisdiction in China, and further clarify several substantive issues and procedural rules when cases are adjudicated. From the perspective of law of the sea releasing these judicial interpretations can help to enhance the effective linkage of maritime administrative law-enforcement and judicial jurisdic-tion and further promote the ＂three in one＂ process in maritime trials？ and build networks for safeguard-ing national maritime rights and interests.
