Socialist Consultative Democracy in the Context of National Governance Modernization——New Ideas and Progress of Socialist Consultative Democracy since the Eighteenth National Congress of the CPC

社会主义协商民主,是中国特色社会主义民主政治的特有形式,是中国共产党领导人民有效治理国家和社会的重要路径,是调动一切积极因素、凝聚各方资源共同治理国家与社会的有效制度安排。社会主义协商民主具有广泛参与、决策修补、多元共治、民主监督等特有功能,在推进国家治理现代化的历史进程中,应积极推进社会主义协商民主建设。为顺应国家治理现代化需要,发展社会主义协商民主,必须坚持人民民主、平等包容、多层推进、和而不同、和谐共进等基本原则。

Socialist consultative democracy,a typical socialist democratic politics with Chinese characteristics,is an important measure for CPC to lead the people to govern the state and society effectively and an institutional arrangement constructed to mobilize all positive factors and condense all resources to govern the state and society commonly. Socialist consultative democracy has its own functions of extensive participation,decision amendments and addendum,multiple co-governance and democratic supervision in promoting the modernization of national governance. Socialist consultative democracy needs to adhere to the basic principles of people's democracy,equality and inclusion,multilayer propulsion,harmony in diversity and harmonious advance in order to conform to the modernization of national governance.
