Economics Connotation of Ecological Civilization

"生态文明"作为一般社会范畴,各学科的解读是不完全相同的;经济学视角的生态文明是从符合生态规律要求并满足人类经济利益需要来解读其内容的。体现生态文明核心价值的经济伦理最根本的内容就是人与自然关系的协调,其实现程度取决于包括"代内公平"与"代际公平"在内的人与人之间关系的和谐程度。任何文明的实现都要通过一定的资源配置来落实,资源配置向什么方向运动则取决于体现社会伦理的价值标准,体现生态文明伦理的价值理论是从人类作为一个物种持续生存和发展这个最大福利的角度去认识价值内容及其衡量标准的。要使生态伦理及其价值理论得到实现,需要通过一定的制度安排和组织形式来实现,具体的价值标准或尺度也是通过特定的制度安排来实现的,生态市场经济是当代实现生态文明最有效的组织形式。人类在物质、精神和生态三种需要方面的满足和协调程度,是衡量一个社会生态文明建设程度高低的标准。

As a general social category,the interpretation about'Ecological civilization'by various disciplines is not exactly the same. The ecological civilization from the perspective of economics is to interpret its content to meet the requirements of ecological regulations and the needs of human economic benefits. The most fundamental content of the economic ethics that embodies the core values of ecological civilization is the coordination o the relationship between human and nature. Its degree of realization depends on the degree of harmony of the relationship between people,including 'intra-generational equity 'and 'intergenerational equity '. Any realization of civilization needs to implement through certain allocation of resources. Resources allocation moves to wha direction depends on the value standard which reflects the social ethics. The value theory embodies the ecological civilization of ethics is to understand the value content and its measurement standard from the perspective o human beings as a species continuing to survive and develop as the greatest welfare. For ecological ethics and its value theory to be realized,it needs certain institutional arrangements and organizational forms to realized. Specific value standard or scale is also achieved through specific institutional arrangements. Ecological market economy is the most effective form of organization to realize ecological civilization in contemporary times. The degree of satisfaction and coordination of human beings in the aspects of three needs of the material,spiritual and ecological is the standard to measure the high level and low level construction of ecological civilization in a society.
