中国共产党依规治党的现状与路径选择

The Present situation Challenges and Path Choice for the Rule-based Party Governance of the CPC

坚持依规治党是拒腐防变的重要途径,是运用法治思维和法治方式管党治党的重要举措。我党目前依然存在党内法规制度体系建构不够科学,执行力度不够大,法治精神缺失,依法执政理念不够强,党风廉政建设的责任体系落实不到位,责任力发挥不够好等问题。全面推进依规治党,提升党的执政能力,必须找准着眼点与着力点,构建与国法协调衔接的党内法规体系、执行保障机制以及依规治党工作的内外协同机制。

Governing the Party according to rules is an important path for resisting corruption and an important measure of managing and governing the Party with the idea and methods of the rule of law. At present our Party still suffers from problems such as unscientific intra-party legal system,inadequate strength of implementation,lack of the rule of law spirit,weakness in the idea of governing according to law,defective implementation of the accountability system for clean government building,defective execution of responsibility power,and so forth. To promote the rule-based party governance and improve the governing capability of the Party comprehensively,we must precisely locate the cut-in points to build up an intra-party legal system coordinating with the laws of the state,the implementation guarantee mechanism,and the internal-external coordination mechanism for governing the Party according to rules.
