近几年,在政府支持、各方协调的背景下,甘肃省政策性农业保险开办与承保覆盖面都得到了很大的改变,服务力度、基础建设与市场主体都得到了很大的发展,"三农"服务质量也有很大的改善。但是在发展的同时,也有很多制约因素,因此必须优化解决策略。文章结合甘肃省政策性农业保险发展困境,从影响因素着手,对优化农业保险政府扶持力度、改善服务水平、提高农户需求等方面进行了分析。
