Research on the Construction Strategy of Shanghai Global Science and Technology Innovation Center Supported by Human Resource Service Industry

上海人力资源服务业经过多年发展,取得了长足的发展,但在服务对象、服务内容、服务流程、全球竞争力等方面还存在一些问题。为有效支撑全球科技创新中心建设,实现人力资源服务提升的战略转型,上海应进一步拓展服务对象,以人才链打通创新链、产业链、价值链;做强服务业,推进人力资源服务业的产业化、专业化、全球化、智能化并积极探索重点领域支持政策。

Shanghai human resource service industry has made great progress after years of development,but there are still some problems in service object,service content,service process and global competitiveness.For effectively supporting the construction of the global science and technology innovation center and realizing the strategic transformation from human resources service1.0to 2.0,and Shanghai should expand the service object to get through innovation chain,industry chain,value chain with the talent chain;to make the service industry stronger,promote industrialization,specialization,globalization,intelligence of human resource service industry;and introduce support policy of key areas.
