"专精特新"是中小企业转型升级的必由之路。为提高这些中小企业的国际竞争力,上海应加强供给侧结构性改革,促进企业创新驱动发展;构建区域协同创新体系,合力提升国际竞争力和影响力;探索产融结合新机制,充分发挥政策引导作用;推进开放发展,提升参与全球资源配置能力;建立高效的政府管理体制和服务体系,优化发展环境。

＂new,specialized,sophisticated,distinctive＂is the only way for the transformation and upgrading of small and medium enterprises.In order to improve the international competitiveness of these small and medium-sized enterprises,Shanghai should strengthen the supply-side structural reform and promote the innovation-driven development of the enterprises; build a regional collaborative innovation system to enhance the international competitiveness and influence;explore the new mechanism of combining production and finance,guiding the role of policy;promote open development and enhance the ability to participation in global resource allocation;establish efficient government management system and service system and optimize the development environment.
