为构建公正、效率的土地征收补偿机制,提供失地农民的就业保障和生活收益,上海应依据级差地租的性质和土地增值的来源,按照区位特征、潜在投资收益、管制用途分类,制定不同补偿模式,降低交易成本,提升土地市场交易效率,优化土地资源配置,有序推动城市化和一体化进程。
In order to construct a fair and efficient land expropriation compensation mechanism and provide the employment guarantee and living income of landless peasants.According to different characteristics of location,potential investment income and regulatory use,Shanghai should make different compensation modes based on the nature of the differential rent and the source of land value added,reduce transaction costs,improve the efficiency of land market transactions,optimize the allocation of land resources to orderly promote the process of urbanization and integration.
