政府主导下美丽乡村建设的现状与优化路径——以苏闽地区为例

Status and Optimization of Government-led Construction of Beautiful Countryside—— A Case Study of Su Min Area

以苏闽地区作为美丽乡村建设的研究对象,在借鉴国内外研究实践成果的基础上,运用文献研究、案例分析以及实证研究方法,通过对福建省S市H镇、J市D县M镇、江苏省N市Y区美丽乡村建设的实践模式、建设成效,以及在实践过程中存在的领导重视不足、财政投入不够、缺乏规划引领、缺乏健全机制、特色挖掘不够等问题和成因进行了现状分析,并提出了美丽乡村建设要提高政策执行能力、保障财政投入、合理配置各种资源、健全体制机制及发展特色生态农业等的优化路径。

On the basis of practical results of research at home and abroad, the research mainly takes the three areas of Su Min as the research object in the construction of the beautiful countryside, using the methods of litera-ture research, case analysis and survey research method. Through the description of the practicing mode and con-struction effect of beautiful countryside construction, this study analyzes the problems and causes existing in prac-tice process such as the deficiencies of leadership attention, the lack of financial investment, the lack of leading plans, the lack of a sound mechanism, and features not exploiting enough. This paper presents optimal paths of beautiful rural construction such as increasing the emphasis on leadership, improving policy implementation capaci-ty ,safeguarding financial investment, improving the financial management system,emphasizing on planning guid-ance ,allocate the resources rationally, improving institutional mechanisms to broaden democratic participation chan-nels, mining village culture, and developing special ecological agriculture.
