摘要
选取2006-2014年中国内地30个省(市、自治区)的面板数据,运用随机前沿分析法对不同创新主体的研发创新效率及其影响因素进行了实证研究。结果表明:创新无效率现象普遍存在;创新失衡问题突出;教育水平是影响区域研发创新效率的关键因素;技术市场成熟度对区域研发创新效率有积极推动作用,经济发展水平与研发创新效率负相关。政府应从加快构建区域创新网络体系,完善区域协作机制,提高全民受教育水平等方面提升区域研发创新效率。
Using stochastic frontier model,this paper makes an empirical analysis about the innovation efficiencies and determinants of China's different innovation bodies based on the panel data from 30 provinces in China from 2006 to 2014. The results indicate that technical inefficiency of the different bodies exist notably; there are significant efficient differences among the regions and the innovation bodies; educational level play a considerably important role in the regional R&D innovation efficiency; the technology market maturity has positive influence and the economical development level has the opposite influence. At last it puts forward three suggestions to improve the regional innovation efficiency,such as: speeding up the construction of the regional innovation network system,improving the regional collaborating mechanism and raising the level of education of the whole population of the nation.
