关于围填海用海手续的若干思考

Some thoughts on the procedure of sea reclamation

随着沿海城市发展战略的深入实施,港口、旅游等海洋产业经济迅速崛起,项目建设用海需求量急剧增长,现有的围填海审批与产业招引的矛盾日益突出。通过研究分析国内海洋产业经济现状、我国用海审批制度对海洋经济发展的价值取向和影响,从规划管理模式、审批流程、海域储备等方面入手,分析并提出相应的思考建议。

With the deepening of Coastal City Development Strategy, marine industry such as ports and tourism has raised rapidly, and the land reclamation of project has increased dramatically, the contradiction between reclamation approval procedures and industrial investment has become increasingly prominent. Through the analysis of the current situation of the domestic marine industry economy, and the value orientation and influence of the reclamation approval system on the marine economic development in China, we made some suggestions from the planning management mode, approval process, and sea reserves, etc.
