百年大计,教育为本;教育大计,教师为本。基本实现教育现代化,关键在教师。全面加强教师队伍建设是"十三五"时期面临的重大而紧迫任务。必须全面提升教师素质能力,加强师德、师风的养成,提升教师地位、待遇,重视乡村教师队伍,不断改善教师治理,促进校长专业发展,努力建设一支让党放心、人民满意的高素质专业化创新型教师队伍。

The fundamental task crucial for generations to come is to educate the people while the fundamental task crucial for education is to cultivate teachers. It is teachers that count most to realize education modernization. It is an important and urgent task to strengthen fully the construction of a teacher team in the period of the 13 th five-year plan. It is a must to enhance the quality and ability,the social status,excellent pay and conditions of the teachers; more attention should be paid to the cultivation of teachers' morality as well as rural teachers; headmasters and presidents ought to work hard to promote their professional development and build a high-qualified,specialized,and creative teacher team that makes the people satisfied.
