中国教师发展水平测评指标体系构建与应用

摘要 为了更好地比较各省份教师专业发展状况,运用量化分析法、德尔菲法研制了基础教育教师发展指数和高等教育教师发展指数(二级指标为配置指数、结构指数、专业指数和待遇指数)测评指标体系,考察各省份教师发展状况。对2003年和2012年各省份教师综合发展指数进行比较发现,基础教育教师综合发展水平略有下降,各省份高等教育教师综合发展指数差异较大;教师发展综合指数受到人均GDP和生均公共预算教育事业费及学龄人口比例的显著影响。 In order to investigate the status of teacher development and have a better comparison in every province,the evaluation quota system of teacher development index in schools and universities has been drawn up by applying quantitative analysis and Delphi method. The secondary indices include distribution index,structural index,specialty index,pay and condition index. A comparative study of comprehensive development index of teachers in every province in 2003 and 2012 shows that the comprehensive development level of the elementary education teachers has a bit gone down and the comprehensive development index of the higher education teachers is quite different in different provinces,and that the comprehensive development index of the teachers has been sharply influenced by per-capita GDP,educational appropriations in public budget per student and the proportion of school-age population.
