The Relationship between the Office of Chief Executive Governors of the Canal Transportation and the Development of Huai'an City in Ming and Qing Dynasties

为全面研究明清京杭运河漕运管理的中枢——淮安漕运总督公署及其与淮安城市建设的关系,在梳理大量文献的基础上,分析了漕运总督公署的建置、建筑及其空间布局,漕运总督公署规模宏大、等级较高、轴线明显、格局清晰,明确地分为治事之所、宴息之所、吏攒办事之所三个功能分区。漕运总督公署对淮安城市产生了重要影响,因其在淮安旧城内的位置变迁过程深刻影响了淮安旧城的城市轴线、城市道路及周边。同时,漕运总督对淮安城市格局、文化教育、文化景观等城市建设方面的也做出了重要贡献。

In order to comprehensively study the relationship between the chief executive governors of the canal transportation and the development of Huai＇an city in Ming and Qing Dynasties, on the basis of reviewing many references, this article analyses the evolution and spatial layout of the office of chief executive governors of the canal transportation. The office of chief executive governors of the canal transportation with huge scale, obvious axis and clear pattern fell into three sectofizations： the working place for the chief executive governors of the canal transportation, the leisure place and the place for official＇s business. The office of chief executive governors of the canal transportation had important effects on the development of Huai＇an city. The position changing process of the office of the chief executive governors of the canal transportation in the old city area of Huai＇an had a marked impact on the city axis, the roads and the surrounding areas. The article also studies the contribution of the chief executive governors of the canal transpoltation to the city pattern, the culture, the education and the cultural landscapes.
