信息化背景下微信犯罪的防控对策思考

Prevention and Control of We-chat-facilitated Crimes in Information Times

信息化时代的到来,使人们充分享受到了以微信为代表的新型社交软件的便利,推动了网络应用技术的发展。然而,犯罪分子利用微信进行的违法犯罪活动也屡有发生,特别是利用微信实施的电信诈骗犯罪更是屡禁不绝。微信犯罪具有发案范围广、数量大,作案手段隐蔽、犯罪成本低等特点,存在微信本身强社交、非实名制,外部监管缺乏等成因。公安机关应当充分运用信息化侦查手段,发掘微信在案件侦查领域的价值,总结案件技战法以有效打击微信犯罪,同时与各监管部门密切配合,制定合理的防控措施,从而进一步提升公安机关的信息化侦查能力。

The arrival of the information age has promoted network application technology and brought the convenience new social communicating software, such as WeChat. And there are frequent circumstances where We-chat used by the criminals to perform misdeeds, especially telecommunication frauds. We-Chat-facilitated crimes feature wide incidence, frequent occurrence, hidden methods and low cost of commission due to We-chat flaws of strong function and social networking, non-real name registration and lack of external supervision. Public security organs should make full use of information investigation to explore the value of We-chat in case investigation by summarizing technical investigative methods to effectively combat We-chat crime. Close collaboration and practical prevention-control measures are also required in multiple supervision departments so that information investigation ability of public security authorities can be further enhanced.
