滨海旅游型小城镇控制性详细规划编制研究

近年来,随着国内旅游业的蓬勃发展及新型城镇化发展战略的实施,许多地区以旅游业开发为契机将小城镇建设纳入旅游产业发展规划中。而现行的城镇控制性详细规划指标体系是针对综合型城镇规划建设而制定的,该指标体系并没有考虑到旅游小城镇的用地布置及指标体系的特点。文章以绥中县塔山屯镇天龙寺地区沿海地段为例,提出指标体系的创新点,如在环境容量层面提出计算容积率的新方法、在城市设计层面引入界面率(K值)概念、在生态环境层面设置微风通道并增加生态指标,以此确定并完善滨海旅游型小城镇控制性详细规划的指标体系。

Along with the booming of tourism and new urbanization development, many cities have integrated small town construction with tourism development in planning. Current regulatory planning regulation is made for common towns without considering the characters of toudsm towns. With Tashantun town coastal area regulatory planning as an example, the paper puts forwards innovation of indices in regulatory planning, i.e. new calculation method of environmental capacity, introduction of K ratio for interface in urban design, and integration of ecological indices.
