该文针对我国社会经济、现代信息技术和网络远程教育的发展趋势,定位地方高校"开放式"人才培养模式的内涵,指出了传统教育模式存在的主要问题,提出了建设地方高校"开放式"人才培养模式的改革策略和研究方法,为下一步地方高校建立人才培养方案提供理论借鉴和实施依据。

According to the developmental tendency of social economy,modern information technology and networkdistance education,this paper positioned the connotation about the open talent training at the localized universities,pointed out the primary issues under traditional education mode,and raised the reform strategies and study processon building the open talent training at the localized universities,to provide the theoretical reference and practical ba-sis for next building the talent training project at the localized universities.
