浙江省加强县级中医院资源投入的政策实施情况研究

Study on Policy Implementation of Enhancing Resource Investment to County Hospitals of Traditional Chinese Medicine in Zhejiang Province

如何优化资源投入和配置是关系到能否消除县级中医院的发展瓶颈,落实国家医改政策,推动中医药事业和基本医疗服务发展的重要课题。本文考察了浙江省加强县级中医院资源投入的政策实施情况,发现"县级中医院标准化建设"、"双下沉"等政策的实施有利于消除资源瓶颈,改善县级中医院发展的软硬件条件。但同时不少县级中医院的发展仍面临基建不足、统筹失衡、绩效欠佳等问题,这与政策规划与地方实际的匹配性、地方政府的短期偏好及政策间的调试程度有关。因此,本文从完善政策和制度体系的角度提出要进一步明确各级政府的角色分工和权责关系,实现区域医疗资源的统筹协调和县级中医院的内涵式发展。

How to optimize resource investment and allocation is an important proposition related to whether eliminating the bottleneck of the development of county hospitals of TCM, implementing the national health reform policies, and promoting the development of Chinese medicine and basic medical services. We investigated the policy implementation situation of strengthening the county hospital of TCM resource input in Zhejiang Province. The results showed that lots of policies had been implemented in Zhejiang such as standardization construction of county hospitals of TCM, provincial and municipal hospitals assistance, and so on. They were beneficial to improve the hardware and software, eliminate the resource bottlenecks of county hospitals of TCM. However, many county hospitals of TCM still faced problems such as insufficient infrastructure, imbalance of resource allocation, and poor performance, which were associated with match degree of policy plans and local actual, short-term preference of local governments, and implementation degree between policies. Therefore, we should further clarify the roles of the government at all levels and the relationship between rights and responsibilities from the perspective of improving the policy and institutional system, to achieve the overall coordination of regional medical resources and the connotative development of county hospitals of TCM.
