摘要 [目的 /意义]专利是科技创新产出必备指标之一,深入分析专利指标运用于区域科技创新评价,可以简化评价体系并促进评价方法的创新。[方法 /过程]在总结已有区域创新能力概念及指标研究基础上,以专利作为独特视角,基于生产视角分解科技创新各环节,构建了包含专利创造能力、专利运用能力和专利支持环境的区域科技创新专利评价指标体系,运用因子分析法作实证分析并检验其有效性。[结果 /结论]研究表明,专利指标可以有效作为区域科技创新能力评价测度,且31个省市区科技创新能力被聚为3类,江苏科技创新实力尤其显著,但在融入全球创新网络上还有待优化和调控。 [ Purpose/Significance] The patent is one of the essential indicators of scientific and technological innovation out- puts. In- depth analysis of patent indicators used in the regional scientific and technological innovation in the assessment, can simplify the evaluation system and promote the innovation of the evaluation methods. [ Method/Process] On the basis of summariz- ing the existing concepts and indicators of regional innovation capability, this paper chose the patent as a unique angle and decom- posed the indicators from the perspective of production. So the evaluation index system included patent creation ability, ability to use the patent and patent support environment. Finally, Using factor analysis for the empirical analysis and verified its effective- ness. [ Result/Conclusion~ The research showed that the patent index could be used as the evaluation measure of regional scientif- ic and technological innovation capability. And the technical innovation ability of 31 provinces were divided into three categories. The science and technology innovation strength of Jiangsu was particularly significant, but it remained to be on integration into the global innovation network optimization and regulation.
