某市不同组织参与艾滋病防控工作现状调查分析

Investigation on AIDS prevention and control of government organizations and on-governmental organizations

目的通过对市级和县两级政府部门、社会团体、非政府组织(non-governmental organizations,NGO)开展艾滋病防治工作现状调查,分析存在的问题,为今后开展防控工作提供应对策略。方法对市级和县级政府部门、社会团体、非政府组织开展调查,每个部门或组织选取1~2名负责艾滋病相关工作或宣教的工作人员,按照访谈提纲和调查表进行访谈和调查。结果政府部门、社会团体、非政府组织中制定艾滋病防控计划和开展艾滋病防控活动的组织部门数均偏少,但地市一级明显高于县区一级。未开展艾滋病防控相关活动的原因主要是因经费不足,政府部门占54.27%(127/234),非政府组织占67.12%(49/73);从已经开展艾滋病相关工作的单位看,经费来源大部分为自筹(85/106),来自上级拨款和项目支持的较少。政府部门、社会团体和非政府组织工作人员艾滋病知识知晓率差异无统计学意义(χ~2=2.199,P>0.05)。结论当前开展各种各样艾滋病防治相关活动的单位和组织偏少。应进一步完善基层艾滋病防控网络,加大对基层组织特别是非政府组织的政策和经费支持,加大艾滋病防控相关知识宣传力度并扩大覆盖面。

Objective According to the investigation of AIDS prevention work present situation in government organizations, so- cial groups, and non - governmental organizations （NGO） between city and county two classes, analysis of the existing prob- lems, so as to provide countermeasures for the future prevention and control work. Methods Carry out the investigation on the municipal and county government departments, social groups, non - governmental organizations, each agency or organization se- lect 1 -2 staff for AIDS related work or education to interview and investigate in accordance with the outline of interview and questionnaire. Results The number of formulating AIDS prevention and control plan and carrying out AIDS prevention and con- trol activities in government organizations, social groups, and non - governmental organizations are low. But the city level was significantly higher than the county level. The reason of not carrying out the prevention and control of AIDS related activities is mainly due to lack of funds, the government accounted for 54. 27% （127/234） , non - governmental organizations accounted for 67. 12% （49/73）. From the unit of having been carried out AIDS related work to see, the source of funds are mainly of self（85/ 106）, the funds from the higher funding and support for their projects are less. The knowledge about AIDS of government depart- ments, social groups and non -governmental organization staff has no obvious difference （χ2 = 2. 199, P 〉 0.05 ）. Conclusion The units and organizations of carrying out various AIDS prevention activities are low. We should further improve the grassroots AIDS prevention and control network, increase the policy and funding support for grass - roots organizations especially non - gov- ernmental organization, increase the publicity and coverage of AIDS prevention and control knowledge.
