我国儿童救助保护的财政供给状况研究

运用文献法、访谈法对我国儿童救助保护的财政供给主体、财政供给制度、财政供给水平、财政供给分责等现状进行梳理,认为在儿童救助保护财政方面存在部门碎片化、区域不平衡、供需不匹配、方式不完善、社会力量动员不足五大问题,提出应理顺财政预算体系,做好儿童救助保护财政资金的总体规划;探索建立儿童救助保护财政投入的制度化办法;完善儿童救助保护财政供给的绩效考核机制;创新合作形式,用财政资金合理引导社会力量发展等政策建议。

Through methods of literature reviews and interviews, the writer analyzes the situation of main body, system, levels, responsibility distribution of financial supply for children＇s protection and rescue in China. The writer summarizes five major issues of children＇s protection and rescue in terms of financial aspects, including the following： sectional fragmentation, regional imbalance, mismatches between supply and demand, imperfect modes, and insufficient mobilization of social forces. Therefore, the writer proposes to balance the financial budget system and work out the general plan regarding children＇s protection and rescue. Moreover, the writer proposes to explore and establish some institutionalized approaches to financial investment for children＇s protection and rescue. Furthermore,the article maintains that the performance evaluation system of financial supply for children＇s protection and rescueshould be improved. Finally, the article proposes to innovate the forms of cooperation, as well as to guide and perpetuate the development of social forces.
