当前我国助残社会组织发展问题及其对策探析

本文回顾梳理了我国助残社会组织政策的发展历程,对当前助残社会组织的发展规模进行了归纳分析。当前助残社会组织发展面临着高需求与低供给的矛盾、残障人口异质性增加、助残社会组织服务能力有待提升、内部管理能力有待加强、管理体制有待改善等问题与挑战。建议从加大服务供给,提供个性化、多样化服务,提高助残社会组织的服务能力和内部管理能力,深化助残社会组织管理体制改革等方面寻求发展。

This paper reviews the development process of the policy of disabled social service organizations in China, and makes an analysis of the development scale of the current disabled social service organizations. This paper argues that the development of disabled social service organizations are confronted with the contradiction between high demand and low supply, the heterogeneity of disabled population, the service ability of those serviceorganizations, the internal management ability and the management system need to be improved. Finally, the paper suggests to seek development from the aspects of increasing the supply of services, providing personalized and diversified services, improving the service capacity and internal management capacity of those social organizations, and deepening the management system reform.
