政府回应与网络群体性事件的解决——多案例的比较分析

The Government Response and the Resolution of Internet Mass Incidents:Acomparative analysis of multiple cases

在互联网不断普及和公民利益诉求日益多元化的今天,网络群体性事件的发生率也随之不断攀升,对我国的社会稳定和发展造成了一定威胁。通过对发生在2006-2013年间的50个典型网络群体性事件的比较分析发现:1.政府回应显著影响网络群体性事件的解决效果;2.政府回应的主动性、速度、透明度、公正性、方式的现代性与多样性以及政府与其他主体的互动性等要素与事件的有效解决密切相关,其中政府回应的公正性、信息的透明度和回应的主动性最为重要;3.网络群体性事件的类型与热度作为调节变量影响了政府回应对事件解决的效果。面对网络群体性事件,政府部门不仅要树立起"回应型政府"的执政理念,坦率、公正地直面问题,主动发布事态发展的真实情况,及时、有效地获取网民的利益诉求,做出妥善答复;而且要根据事件的类型和特征,做到回应的适度性和合理性。

With the growing popularity of the Internet and the diversification of the citizens＇ benefit claims, Internet mass incidents have been continuing to increase, and have caused a major threat to the stability and development of current China. Based on a comparative analysis of 50 cases which happened from 2007 to 2013, this study has three major findings. （1） The Government response has a significant impact on the resolution of incidents. （2） The initiative, speed, transparency, equity, modernity and diversity of patterns, and the interaction （with other social actors） of the Government response has played im- portant roles in the resolution, and the equity, initiative, and transparency of the Government response were the most im- portant ones. （3） The types and the attention rate of the incidents have influenced the Government response and the resolu- tion of the incidents as regulated variables. Therefore, the Government should always hold the idea of being a ＂responsive Government＂ face the contradictions a direct and fair attitude, release in precise information about the development for the resolution, and respond to the benefit claims of the public in an active and effective manner. The Government should also pay much attention to the types and characteristics of incidents, and respond to incidents with appropriateness. This study can not only promote the academic discussion on internet mass incidents, but also provide a practical guidance for the Govern- ment to solve them.
