“十三五”战略性新兴产业发展的政策选择——能力导向与机制创新

Policy Routes of Strategic Emerging Industry during the 13th Five-Year Plan Period:Capability orientation and mechanism innovation

战略性新兴产业不仅代表更优的生产函数,更在整个产业转型升级中起到示范和带动作用,同时还是创新成果产业化和未来战略布局的重要载体。目前,传统的以项目为导向的产业政策的实施效果不断减弱,甚至成为影响新兴产业发展的主要障碍,在一定程度上造成了部分战略性新兴产业和产业环节的低端化和粗放化,甚至出现产能过剩和环境污染问题。"十三五"期间,要将形成核心能力作为战略性新兴产业制定和实施的基本导向,从改革政策着力点和实施方式两个方面形成符合战略性新兴产业发展的政策机理。针对现有政策存在的突出问题,结合战略性新兴产业的内涵,满足产业政策由项目导向转为能力导向的要求,政策的制定和实施要推行机制创新:通过参与机制创新激发主体活力,通过协调机制创新形成政策合力,通过前瞻机制创新培育未来竞争力,通过评价机制创新保持政策生命力。

Strategic emerging industry （SEI） not only represents better production function, but also has demonstration and motivation effects on industry restructuring and upgrading. It is also an important carrier for the industrialization of in- novation achievements and future strategic arrangements. At present, the traditional industry policy oriented by projects shows less and less effectiveness, and even becomes the developing obstacles towards emerging industry. To a certain ex- tent, it has led to the low-end and extensive development of some SEI and industry links, and even created problems such as over-capacity of environmental pollution. During the 13th Five Year Plan period, we shall develop core capability to make it the foundation guide for forming and implementing SEI, and build proper policy mechanism that conforms the development of SEI, which shall be carried out through reforming key policies and implementing methods. To demonstrate the prominent issues in policy, and to transform the industrial policy from project orientation to capability orientation, the following re- quirements shall be met.. （1） the promotion of forming and implementing the policy through mechanism innovation; （2） the stimulation of vitality of the subjects through participating in mechanism innovation; （3） forming policy joint force through coordinating mechanism innovation; （4） cultivating future competition through prospective mechanism; and （5） maintaining policy vitality through evaluation mechanism innovation.
